优质廉价药短缺的对策研究

The Study on the Countermeasures of Shortage of High-quality and Low-cost Drugs

明确界定优质廉价药的内涵,从药品生产成本、新药注册制度、招标采购制度、以药养医机制、零售药店等方面分析我国优质廉价药短缺的原因,系统地提出促进优质廉价药生产和使用的具体对策,为促进优质廉价药生产和使用的对策研究提供参考。目前我国的医疗卫生相关体制、制度尚未完善,促进优质廉价药品在基层医疗机构和零售药店中的使用具有较大的实际意义。

This paper clearly defined the connotation of high-quality and low-cost drugs and proposed specific measures to promote production and usage of high-quality and low-cost drugs so as to provide a reference for the research on countermeasures. The reasons of shortage in China of high-quality and low-cost drugs were analyzed from the aspects such as drug production cost, new drug registration system, drug procurement through public bidding, hospital supported by drug sales and retail pharmacies. At the present situation that the Chinese medical and health care system still needs to be improved, it is of practical significance to promote the usage of high-quality and low-cost drugs in basic medical institutions and retail pharmacies.
