残疾人综合服务设施的模块化和标准化改造

Modularization and Standardization Transformation of Comprehensive Services and Facilities for Disabled Persons

近年来,在残疾人综合服务设施建设过程中,部分地区贪大求全,且以行政(办公)为导向,远离残疾人生活的社区。受交通等因素的制约,残疾人综合服务设施的实际服务对象非常有限,设施使用率不高。要改变这一现状,需要按"小而专"、服务下沉于社区的理念改造现有的残疾人综合服务设施:一是实行模块化改造,即将残疾人综合服务中心的业务分割成独立的功能部件,使之易于拆装和重组到社区服务站中;二是对社区服务站的服务流程和服务设施实行标准化管理,提升残疾人社区服务站的服务质量。

In recent years, some local governments indiscriminately expand the scale of construction and seek absolute comprehensive services and facilities for disabled persons, which are administrative-oriented and far away from the communities where disabled persons live. Subject to transportation and other factors, the number of beneficiaries of these services is very limited, and the facilities utilization rate is low. To change this situation, in transformation of existing services and facilities for disabled persons, we need to introduce the concept of providing services and facilities that are ＂small and special＂ and sinking down to community： first, implementing modularization transformation, which means to split the services provided by comprehensive services for disabled persons centers into independent functional components so that make them easy to disassemble and reorganize into community service stations; second, introducing standardization management of service process and facilities into community service station, in order to enhance the service quality of these stations for disabled persons.
