Important roles of hospital's staff and workers congress (SWC) and Party organization in leadership work in hospital need to he facilitated, improved, perfected through: keeping up the leading position of the Chinese Communist Party in hospital, and ensuring that the Party organization shall guarantee and supervise the implementation of the guiding principles and policies of the Party and the State in the hospital; establishing the SWC - based policy decision and leadership system in which the SWC supervise and advise the board of hospital managers, check and approve all major decisions; facilitating that the SWC functions as the basic form for the practice of democratic management in hospital; building up a contingent of staff and workers that are vocationally proficient, far - sighted, broad - minded.
