财政民生投入和城乡居民消费——基于省级面板数据的发现

Fiscal Expense on Well-Being and Urban and Rural Consumption: Findings from Provincial Level Panel Data

本文使用1998年到2010年的省级面板数据,分东部、中部、西部三个地区,研究财政民生投入对城乡居民消费倾向的不同影响,并将影响分解为互补效应和替代效应,评估财政民生投入改善居民福利和需求结构的效果。本文发现,财政民生支出对居民消费影响的地区差异较大,东部地区教育投入较为有效,中西部农村地区财政卫生投入较为有效。进而提出,在加大财政民生支出同时,应注意不同地区民生支出的结构优化和比较优势发挥。

This article employs the 1998 -2010 provincial level panel data to analyze the impact of fiscal expense for well-being on household consumption, and evaluate the effect of fiscal expense by decomposing it into complementary effects and substitution effects. We find the effects of fiscal expense differ between regions. In eastern region, the fiscal expense on education is more effective, while in central and western region the medical service expense in rural area is effective. When increasing fiscal expense for well-being, it is essential to pay attention to the structural optimization of it.
