科学研究数据保存政策中行为主体的定位

ROLES OF THE PARTICIPANTS IN THE POLICIES OF RESEARCH DATA STORAGE

随着基础科学研究投入的持续增长,如何提高科技资源的使用效率,促进研究数据的二次使用是一个亟待解决的问题,而研究数据的有效保存是提高科技资源使用效率的基础和关键。由于科技活动组织方式的改变、新记录技术和保存技术的发展和科研不端行为的出现,研究数据保存的制度化变得越来越重要。虽然我国也关注研究数据的保存,但是在制度建设方面还有待加强。由于研究数据的多样性与数量的剧增,各行为主体在研究数据保存活动中的定位是实现制度化的一个根本性问题。本文通过调研发达国家的相关政策,总结研究数据保存活动中各主体的权利与责任,为我国的相关制度化发展提供借鉴。

With the increasing of the input on basic science, how to improve the efficiency and share re- search data has been becoming a key problem. Keeping the research data well is the first step. It is necessa- ry to make policies to regulate the activity of research data storage, because of the changing style of scien- tific management, development of the new keeping technology, and the emerging of the badly research mis- conduct. Although China pays attention to this issue, no policy has been established. Therefore, based on analyzing the policies made by the developed countries, this paper concludes the responsibility and right of the participants in the research data storage activities, which will offer suggestions for China to prepare its own policy.
