摘要
作为印度大国战略的重要组成部分,社会保障国际合作有助于促进劳动力境外就业的长远发展。从2004年开始成为印度政府全力推动的一项重点外交工作。本文介绍了印度社会保障国际合作方面的经验与成功做法,即通过利用国内的投资合作机会和社会保障法规的调整,印度政府成功地与多个国家签订了社会保障双边合作协议。研究认为,社会保障国际合作不仅能够保障境外就业劳动者的基本权益,而且可以提升印度跨国企业的国际竞争力,进一步拓宽劳动力境外就业的空间,维护好本国的国家利益。印度推进社会保障国际合作的实践经验值得我国去深入研究和借鉴。
As an important part of Indian great power strategy, the international cooperation of social security helps to promote the long - term development of labor migration. It became a key diplomatic work for India from 2004. This article finds that through using domestic investment opportunities and adjusting social security legislation, India has made some progress and successfully signed social security agreements with several countries. These agreements can protect migrant workers＇ basic rights and enhance the international competitiveness of Indian companies, by which India can expand its space in labor migration and protect its national interests. We should study and learn from Indian experience in the international cooperation of social security.
