Security Assessment of the United States towards China's Power Rise in Southeast Asia

美国认为中国谋求实现"主宰"东南亚地区经济秩序的战略目标,在于建立人民币在该地区的主导地位,弱化美元在东南亚的影响力;中国正在努力冲破美国布置的战略藩篱,精心构筑在东南亚的战略领地;东南亚国家普遍将中国看作是驱动地区经济发展的发动机,但在双方关系中仍存在一些"强烈关注问题"亟待解决;中国在东南亚的软实力提升很快,但不会对美国有实质性威胁,而且中国软实力的提升受到诸多因素的限制。

The US believes that China seeks to make control on the economic order in the Southeast Asia area. By weakening the influence of the US dollar, China has a bigger ambition to establish a dominant position of Renminbi in this area. China is breaking through the strategic tory in this area. Southeast Asian countries usually barrier that is arranged by the US to establish its strategic terri- regard China as the engine of the regional economic develop- ment, but between China and Southeast Asian countries, there are still some ＂tremendous concerns＂ which are urgently awaiting to be solved. China＇s soft power is rising quickly in this area, but it doesn＇t make substantive threat to the US. Moreover, it will be limited by many different kinds of factors.
