吉林省临江林业局森林资源的生态效益价值分析

Value Analysis of Ecological Benefits of Forest Resources in Linjiang Forestry Bureau,Jilin Province

采用现代森林生态效益计量评价理论和方法,对吉林省临江林业局森林资源的水源涵养、保持水土、保肥、释放O2、吸收CO2、游憩、净化空气等方面的生态效益进行了价值评估。结果表明:2010年临江林业局森林资源的生态效益总价值为120558万元,各个评价指标的价值大小依次为:制造O2价值为19846万元,占16.46%;增加枯水期径流效益为18 956万元,占15.72%;水土保持效益价值为18 462万元,占15.31%;保肥效益为16 845万元,占13.97%;吸收CO2的价值为16 668万元,占13.83%;防洪效益15 783万元,占13.09%;滞尘效益13 478万元,占11.18%;SO2降解的效益为387万元,占0.32%;游憩效益为133万元,占0.11%。利用权重指标、支付意愿系数等影响森林生态效益价值大小的因子进行最终评价,临江林业局森林资源的生态效益总价值为8.44亿元。

A study was performed to evaluate the ecological value of forest resources in Linjiang Forestry Bureau, Jilin Province, including benefits of water source conservation, soil and water conservation, fertilizer preservation, oxygen release, carbon dioxide absorption, recreation, and air purification. Results showed that the total ecological value of forests in Linjiang Forestry Bureau in 2010 was 1 205.58 million yuan. The values of oxygen release, runoff increase in dry season, soil and water conservation, fertilizer preservation, carbon dioxide absorption, flood prevention, dust detention, degradation of sul- fur dioxide and recreation were 198.46, 189.56, 184.62, 168.45, 166.68, 157.83, 134.78, 3.87 and 1.33 million yuan, accounting for 16.46%, 15.72%, 15.31%, 13.97%, 13.83%, 13.09%, 11.18%, 0.32% and 0. 11% of the total ecological value, respectively. The influence factors of supply and demand for forest ecological products and public＇ s willingness and ability to pay were analyzed by weight index and coefficient of willingness to pay. The total value of ecological benefit of forest resources in Linjiang Forestry Bureau was 0. 844 billion yuan.
