公共管理学基础理论与公共管理学内外部学科关系探讨——基于需求溢出理论的分析

公共管理学缺乏本学科独有的基础理论,导致公共管理学的内外部学科关系混乱不清,并对我国的公共管理学教育和公共管理实践产生了负面影响。在需求溢出理论的框架下,公共管理学是不断吸纳各学科知识以解决个人的需求溢出问题的综合学科,某一学科与公共管理学的密切程度,既取决于该学科的知识对于解决个人的需求溢出问题的成效,也取决于其有助于解决的需求溢出问题在公共管理实践中的重要性和紧迫程度,而公共管理学的次级学科或分支领域只是从不同学科的角度或方面来研究如何解决个人的需求溢出问题。

Public administration lacks its own basic theory unique to its discipline, which leads to confused relationship between the internal and external disciplines concerning public administration, and caused negative effects on education and practice of China＇s public administration. In the framework of need spill theory, public administration is a conmprehensive discipline that constantly absorbs knowledge from various disciplines to address the issues of individual need spill. The degree of intimacy between an individual discipline and public administration depends both on the effect with which it can address the issues of individual need spill, and on the level of importance and urgency of need spill issues in the practice of public administration. Secondary disciplines or sub-disciplines of public administration approach the issues concerning individual need spill from different disciplinary perspectives or domains.
