三网融合扩张了图书馆的功能,数字电视图书馆、移动数字图书馆、在线学习、流媒体服务将随之成为图书馆服务的重要形式。图书馆使用著作权作品的形式呈现出多样性,图书馆著作权诉求也发生新的转移:由复制权扩大到表演权、放映权、广播权、展览权、信息网络传播权等领域。因此,赋予图书馆的著作权待遇应与图书馆的功能相匹配。

The integration of the three networks expands the function of library. The digital TV library, mobile digital library, online learning and streaming media will become important forms of library services. The means that libraries exploit copyright works shows diversity. Subsequently, the copyright demands of libraries will also have a new transfer, that is, in addition to reproduction fight, it will also involve the performance fight, showing right, broadcasting right, exhibition fight, information network dissemination fight and oth- er fields. Therefore, the library should be given the copyright treatment corresponding to its functions.
