摘要
用数据包络分析方法构建了能源要素利用效率测度模型,对2005-2009年中国32个地区工业部门进行了实证研究.研究结果表明,各地区能源要素利用效率的差异小于传统的宏观效率(单位GDP能耗)差异,说明在考虑能源与资本、劳动的不完全替代关系后,采用要素利用效率指标来分配、考核各地区节能指标会使得政策设计和评价更有针对性.在考虑了各地区劳动力质量差异的影响后,这种差异性变得更小.同时根据"十一五"规划的各地区能源消耗降低指标,对2006-2009年各区域实施中央政府制定的区域节能目标情况进行了讨论.结果表明,虽然统计上单位能耗值下降了很多,但是在要素利用效率框架下节能效果并没有预期理想.研究结果为全面评价节能降耗完成指标提供了建议和支持.
Conventional energy efficiency often refers to energy macro-efficiency, i.e. energy consmnption per unit of GDP. This paper applies the DEA procedure to calculate the energy utilization efficiency in the industrial sector in China's 32 regions from 2005 to 2009. Results indicate a high correlation between regional enerKy utilization efficiency and macro efficiency. Regional disparity of energy utilization efficiency is less than that of macro efficiency, and it decreases still further after taking regional differences of labor quality into consideration. Compared to the achievement of regional energy-saving targets for the industrial sector in 2006-2009 using macro efficiency, utilization efficiency witnessed a smaller decline than ex- pected. Based on the evaluation, the use of energy utilization efficiency for the allocation and assessment of regional energy conservation targets taking into account the incomplete substi- tution of energy, capital and labor, may shed light on the wisdom of the government's decision oil regional energy- saving targets and even potentiaily lead to a change the policy design.
