援助与增强新疆自我发展能力的辩证思考

Help and Improving Xinjiang's Competence of Self-Development

全国19个省市对口支援新疆正在如火如荼的进行,它有助于促进新疆经济社会的全面发展,但援助只是促进发展的手段,而不是目的,新疆不能一味地去依靠援助,坐等发展。新疆经济社会的发展今天甚至明天必须依靠援助来推动,但新疆经济社会的后天则要求走出援助。故应处理好援助与自我发展的内外因辩证关系,强调在资金、物资、技术和人力资源等输入性支援的同时,更要增强其自我发展能力。文章从新疆实际出发,分析抑制新疆自我发展能力提高的因素,最后提出相应对策建议。

The helping Xinjiang project involving 19 provinces and city has been carried on well, which push forward the economic development there. However,aid, as well as help is just a means rather than aim. Xinjiang can not just wait and be helped. The future of Xinxiang does not rely on help so the relation of help and independence needs to be noticed. The competence of self-development should be enhanced while enjoy the aim of fund, technology, and human re- source.
