摘要
工程建设管理有前期管理、中期管理、后期管理之分,各管理环节是相互影响、相辅相成的.水利工程建设具有它自身的特殊性,中期管理环节主要涉及到施工管理,直接影响工程建设的质量与成效.本报告从建设单位的角度,以萧山区水利工程施工管理为例,认为水利工程建设单位应认真处理好参建各方的相互关系,树立管理权威,并明确施工单位的分工和责任,从而做好水利工程的现场质量控制、工程进度控制,确保水利工程施工在全程有效控制之内.
Engineering construction management can be divided into prophase management, interim management and final- period management, which share mutual influence and supplement with one another and will affect the overall project con- struetion. Constructions of water conservancy project show its own particularities, that is, the interim management is mainly related to construction management, which will directly affeet the construction quality and effect. Taking the water conser- vancy construction management in Xiaoshan for instance, the responsibilities of the constructing unit are deeply analyzed in this report from the perspectives of how to optimize water conservancy project management, including on-site quality con- trol, constructing process control and good relationship distribution of all parties.
