摘要
"一事一议"制度历经10年,实现了从村庄范围内农民自行筹资筹劳到政府财政资金予以奖补的变迁。本文对这一制度变迁的理论内涵进行了深入剖析,在此基础上提出制度再变迁的路径创新,认为应完全剥离向农民筹资筹劳,将"一事一议"变为村民表达公共产品需求偏好、项目决策、执行的有效制度框架。
The 'One Discussion over Each Matter' had already experienced 10 years,which had implemented the changes from raising funds and labors by farmers within the village to be rewarded by government.This article will analyze the theoretical content about institutional change of 'One Discussion over Each Matter' and propose an innovative of institutional change again.We should stop raising funds and labor to farmers and turn 'One Discussion over Each Matter' into that system with which farmers can express their needs and executive decision about project.
