Reflections on the Establishment of a Unified Legislation for Heroic Acts

目前实践中大量出现的见义勇为者合法权益得不到充分保障的问题并不是我国立法的缺失所致。见义勇为者权益保障是复杂的社会问题,未必能通过统一立法得到有效解决,且对见义勇为统一立法还存在操作性困境。因此,在我国统一制定见义勇为法既无必要性也缺乏可行性。

Nowadays, in real life appear a large number of heroic people whose legal rights are not fully protected. It needs to point out that the problem is not due to the lack of legislation in China. To protect the rights of heroic people is a complex social problem which may not be effectively solved through the establishment of a unified legislation. Besides, there are practical difficulties. For the above reasons, to develop a unified legislation for heroic acts in China is neither necessary nor feasible.
