政府财政介入幼儿教育的必要性、问题及其策略分析

Analysis of the Necessity,Problems and Strategy of Government Financial Intervention in Early Childhood Education

大力发展幼儿教育是我国各级政府义不容辞的责任,但是在政府作为中存在着许多的问题严重阻碍了幼儿教育的发展。针对我国当前幼儿教育财政投入薄弱、政府财政介入部门协调力度疲软、缺乏法律保障以及财政投入落后于社会发展速度等问题,从各级政府及相关部门职责、制定法律保障和设立幼儿教育专项基金等方面给出发展幼儿教育事业的一些建议,以期为政府探索发展幼儿教育事业提供一些参考。

Governments at all levels have the responsibility to develop early childhood education in China.However, the problems in gov- ernments＇ financial intervention seriously hinder the development of early childhood education. Due to the weak financial investment in early childhood education, poor coordination of financial deparmaents, and the lack of legal guarantee and the inadequate financial invesmaent that does not catch up with the speed of social development, the paper puts forward some proposals for developing early childhood education in terms of the responsibilities of relevant depamnents of governments at all levels, the establishment of legal guarantee and the setup of the special edu- cation fimds for early childhood education in order to provide govemn^ents with some references for exploring the development of early childhood education.
