构建城乡统筹基层党建新格局的思考——基于六安市结对共建工作的调研

Reflections on Vigorously Promoting the Construction of a New Pattern of Urban-rural Coordination-oriented Grass-roots Party Building——Research to Build a Work Based on the Lu’an City Results

构建城乡统筹的基层党建新格局是新形势下加强和改进基层党组织建设的重要举措。当前,各地以城乡基层党组织结对共建或结对帮扶活动为抓手,摸索出构建新格局的方法和路子,但仍存在着一些不容忽视的问题。对此,可在健全基层组织体系、建设城乡干部人才队伍、加强城乡党员动态管理、提升基层党组织活力和整合城乡党建工作资源等五个方面下功夫。

Constructing a new pattern of urban-rural coordination-oriented grass-roots Party building is an important measure to strengthen and improve the grass-roots Party organizations under the new situation. At present, all manner of supporting activities to build or paired off have been developed in urban and rural grass-roots Party organizations in many places, and the methods and ways of constracting a new pattern have been explored. But there are still some problems that can not be ignored. In this regard, and vigorously promote the construction of a new pattern of urban-rural coordination-oriented grass-roots Party building in ＂the five focuses on＂ efforts, namely：to innovate the setting mode of the Party organization, strive to work hard to improve grass-roots organization system ; to innovate cadre selection mechanism, focus on the building of urban and rural cadre personnel team efforts; to innovate education management mechanism, strive to work hard to strengthen dynamic management of urban and rural Party members; to innovate the Party organization activity means, strive to work hard to enhance the vitality of grass-roots Party organizations; to innovate working mechanism of the Party building, focus on the integration of urban and rural working resources efforts.
