摘要
三权抵押贷款是以农民的宅基地、林地和耕地的承包经营权为抵押物在金融机构安排贷款的金融行为,是在允许农村土地经营权流转的政策指引下解决农村金融问题的一种尝试,对解决当前我国农村金融问题具有重要的意义。然而以土地的经营权而不是所有权为抵押标的物的贷款安排必然有别于传统的抵押贷款。以三权抵押贷款的特点及风险因素为基础建立基于风险溢价的贷款定价模型,有利于为农村金融机构三权抵押贷款定价提供借鉴。
Three rights mortgage loan is a financial behavior that the commercial banks accept mortgage on the rights of contract management of the homestead of farmers,woodland and arable land.It is also an attempt to solve the rural financial problems under the guidance of the policy which allows the transfer of rural land right. Thus,three rights mortgage loan is of great significance in dealing with the current rural financial issues.However, this loan is inevitably different from the traditional mortgage loan because the collateral is the operation right of land rather than ownership of land.Based on risk premium,the establishment of loan pricing model can provide useful experience and lessons for three rights mortgage loan pricing of those rural financial institutions according to the characteristics and risk factors of three rights mortgage loan.
