摘要
在分析美国国防采办大学师资队伍类别构成、数量比例和岗位要求的基础上,提出了对我军装备采购师资队伍建设的多方面启示:适应装备采购任务构成,优化师资队伍数量结构;重视实践经验,吸收具有丰富实践经验的采办专家加入师资队伍;制订明确岗位职责要求标准,提高师资队伍质量;建立轮换兼职制度,紧跟实践步伐;提供优厚待遇吸引和保留人才。
The focus and percentage of faculty's expertise, their position duties and requirements at the Defense Acquisition University, USA are analyzed, and on this basis, the allround enlighten- ment to the faculty construction of the PLA's equipment procurement are put forward. We should op- timize the faculty's quantity structure according to the structure of equipment procurement; pay more attention to the experience of the faculty and hire more expert practitioners with rich experience; make position duties and requirements clear to improve the faculty's quality; establish job rotation and part- time system to enforce the procurement practices and provide attractive benefits to attract and retain talents.
