Constructed by two parts of Academic Research and Academic Assessment, academic activity involves the mutual trust ＆ counterbalance of scientific effort and scientific management. The striving and consummating is needed to guard against the ＂Moral Hazard＂ during academic research and assessment, while reestablishing the Academic Integri- ty filled of anomie, in the modem contract theory.
