改革开放以来,中国地方政府在市场化改革和分权化的背景之下形成了独特的竞争模式,具有双重身份的地方政府在中央向地方的分权以及政治晋升竞赛的激励下,在经济和政治市场展开了博弈,使得中国地方政府为了"增长而竞争"。地方政府竞争带来经济增长的同时,也带来了"趋坏的竞争"。我们应通过对地方政府竞争行为的利弊分析,探讨规范地方政府竞争行为的有效措施,使之达到"趋好的竞争"。

Since the reform and opening up, China＇s local government formed his unique competitive mode un- der the background of the market reform and decentralization . The local governments , which are driven by econom- ic decentralization and political promotion, launch the competition in the economic and political market . As a re- sult, the competition between local governments drives the economic growth of China, but it also brings race to the bottom. Through the analysis of the competition between local governments, we should take effective measures to promote the healthy development of the economy.
