摘要 建立应急资源配置与突发事件情境之间的"情境-应对"模型,构建动态多阶段配置应急资源的数学模型和拓扑模型。要求应急管理者充分了解突发事件的情境信息和发展阶段,根据所掌握的情境信息和各阶段的救援效果来及时调整应急资源配置策略,实现动态滚动式的应急资源配置。 This paper constructed a "context-response" model between emergency resources allo- cation and emergencies context. The mathematical model and topology model of dynamic emer- gency resources allocation were also constructed in the paper. Emergency managers should fully understand the context information and development stage of emergency, then adjust the emer- gency resources allocation strategy timely according to the context information and rescue effect of various stages, so as to achieve dynamic and rolling emergency resources allocation.
