内蒙古城乡效率与社会公平协调性问题研究

The Study of Inner Mongolia Urban and Rural Efficiency and Social Equity Coordination Problems

在经济效率不断提高的同时,城乡差距的加大将会导致难以实现持续的社会公平,也无法合理解决日益增加的社会问题,甚至会影响到社会整体的稳定。因此,处理好城乡效率与社会公平二者关系,意义重大。本文对内蒙古城乡社会公平程度进行了多元评析,并测算出近十年的城乡效率与社会公平协调度。结果表明:我区城乡社会公平差距愈来愈大;虽然城乡系统的效率与公平协调性在逐步提高,但是改善幅度并不明显。因此,为了促进我区城乡效率与社会公平协调统一,根本途径是制度创新。

While the economic efficiency keeping improved and the income steady growing, the gradually widen gap between the urban and the rural will not lead to realize the sustainingsocial equity, also can not solve growing social problems reasonably, or even affect the stability of whole society. It is great significant to handle the relationship between the economic efficiency and social equity. The paper conducts the Multivariate analysis of the Inner Mongolia social equity, and to measure the Inner Mongolia urban and rural efficiency - fairness coordination degree from the ＂lOth - FYP＂ to the ＂llth - FYP＂. The results above show that the gap be- tween the urban and the rural is gradually widen in Inner Mongolia area. Though efficiency - fairness coordi- nation of urban and rural system is keeping improved gradually, improvement is not obvious. So, in order to promote the harmonious coordination of the urban and the rural efficiency and social equity in my area, the sys- tem innovation is the fundamental way.
