Considerations of Establishing Energy Conservation Mechanisms for a Long-term

节能工作长效机制是指不过分依赖行政措施,更多地运用市场机制调动节能主体积极性,有效推动节能工作的机制。本文提出了建立节能工作长效机制的基本思路:"既控单位能耗、又控总量能耗、严控新上高耗能项目增量能耗";介绍了其核心内容是:"限能不限产,限需不限供;用能需申报,节能可交易;抓大不放小,管住别管死"。

As an effective way to advance energy conservation, long-term energy conservation mechanism features the initiative of enterprises promoted by market means rather than overdependence on administrative measures. This paper introduces the basic idea of establishing long-term energy conservation mechanism, ＂con- trolling both unit energy consumption and total energy consumption, and strictly controlling energy consumption increment of new projects with intensive energy consumption. The core of the mechanism is： energy consumption will be restricted, but production will not; demands will be limited, but supplies will not; enterprises should apply for approval for energy using; energy savings can he traded; big energy consumers will he supervised and small ones will be supervised, too; and energy consumers will be supervised reasonably not stiffening.
