Comprehensive Benefit Evaluation of Beijing ETC System

摘要 电子收费(ETC)系统作为ITS的重要应用子系统,在我国各个省市陆续建成并投入规模化应用,科学评估系统的社会经济效益对于指导ETC系统发展具有重要的意义。研究分析了高速公路电子收费系统的影响与效益,并建立了包括交通性能、能源与环境、收费运营和交通安全4方面的评价指标体系,通过现场调查、车辆行驶轨迹模拟和能耗试验等手段,构建了综合效益评价指标的计算模型,确定了模型参数建议值,并通过系统效益的综合评价,给出使用年限内的综合货币化效益。结合北京市ETC系统发展现状和趋势预测,计算出了目标年限内,累积的货币化测算结果 12.57×108CNY。研究成果为其他省份开展类似的ETC系统评价提供了重要参考。 As one important application-oriented subsystem of ITS, electronic toll collection (ETC) system was established in various provinces one after another and put into large-scale applications. To scientifically assess the social and economic benefits of the ETC system is of great significance for guiding the development of the system. The effects and benefits of freeway ETC system were analyzed. An evaluation system including transportation performance, energy and environment, charging operation and traffic safety was established. Through field investigation, vehicle running track simulation and energy consumption test, the computational model of comprehensive benefit evaluation indexes was built. The suggested values of model parameters were determined. Through a comprehensive benefit evaluation of ETC system, the overall monetized benefit of ETC within the service years was given. Combined with Beijing ETC system development status and trend prediction, it is obtained that the cumulative monetized estimated result is 1. 257 billion Yuan during the period of system operation. The conclusions can provide an important reference for other provinces to carry out the ETC system evaluation.
