灰色理论在城市水资源价值中的应用及实例研究

APPLICATION OF THE GREY THEORY ON WATER RESOURCE VALUE MEASUREMENT

水资源价值量核算是水资源管理的一项重要内容 ,合理的水资源价格为水资源持续利用提供了基础。水资源价值主要受自然、社会、经济等要素的影响。文中用灰色白化函数聚类法对各个因素的主要代表性指标进行分级综合评价 ,然后根据相关的经济学公式进行城市生活用水价格计算。最后以广州市为例 ,试计算其现行水价是否合理。

Domestic scholars have been studying on water resource value measurement since the 1980s,which is one of the important contents of water resource administration. There are two kinds of factors influencing water resources value. One is natural factors including the water quality and quantity, the other is social and economic factors including the conditions of the economy and residents. These four factors are taken as the cluster samples, the concrete guidelines as the indexes,and the five-grade criteria as the Grey species. The first step is to fix the whitening function,the second is to determine the weight of cluster according to the proportion of every index in the same species.Then the evaluated results are derived from the compound matrix. The conditions of the middle-income residents in a late year are taken as the standard for calculation, and the upper limit of the water resource value is calculated. On the basis of the equal difference principle, the result is divided into five classes,and is compounded with the evaluated results, then the terminal result is obtained.As an exmple,the water resource value of Guangzhou is calculated with the above-mentioned method.
