摘要
县级医院是我国城乡医疗服务体系的枢纽和农村医疗服务网的龙头,其改革发展对解决县域群众看病就医问题、提升就医公平可及性具有重要意义。深化县级医院综合改革,需要对症下药,紧紧抓住破除"以药补医"机制和提升服务能力两个关键,完善补偿机制,改革人事分配制度,加强能力建设;同时发挥县级医院的龙头作用,带动县域医疗服务体系整体绩效不断提升。
County Hospitals serve as a hinge of medical service system in China and the leading hospitals of three tier healthcare network in rural China. The reform and development of county hospitals is important to provide rural residents high quality medical service and to improve health service equity. Rescinding the drug price margin and improving service capability are key points to intensify the county hospital reform. The main points of county hospital reform include reforming the compensation mechanism, reforming the human resource system and the incentive mechanism and improving service capability. County hospitals should also serve as leading hospitals to enhance the efficiency of rural medical service system.
