The Analysis of the Economic Operation Adjustment and Development Systems in China's Transition Regions

过渡区域由于其共同利益的非均衡性而使协调机制本身存在较大缺陷 ,因此 ,在调整过渡区域经济协调方式时必须在遵循发展、互利和协商、自主和平等的原则基础上作好以下几方面的制度安排 :( 1)以市场为基础构建经济协作区 ;( 2 )充分发挥过渡区域优势 ,建立和完善发展极 ,形成纵横交错的产业带网络 ;( 3 )建立和完善过渡区域市场 ,推动过渡区域经济的发展 ;( 4 )建立新型的区际利益协调机制 ,充分发挥过渡区域经济运行协调机制的作用。区域经济增长和发展一般可看成是内部因素和外部因素综合作用的结果 ,因此 ,必须积极推动资本、劳动力、信息与技术等要素在区域内的合理流动 ,促进过渡区域的经济增长和发展。

Due to the non balance of the transition region's common interests, there are some defects in its adjustment system itself. Therefore, to adjust the models of the transition region economy, the following principles, such as development mutual benefits and negotiation, independence and equality, must be followed; on the basis of that, the following system arrangements must be made: (1)to build economic cooperation regions on the basis of market; (2)to make full advantage of transition regions in order to establish and better the development pole and then to establish enormous industrial networks; (3)to establish and better the transition region markets to improve the development of transition region economy; (4)to establish some new regional interest negotiation systems, and to make full use of the adjustment systems of transition region economy. So, It is much necessary to promote the sound flowing of capital, Labor, information and technology, quicken the economic development in transition region.
