The innovation of party construction is the objective needs of the inherent requirements for the self - construction of the University Party Branch and for educational development. The basic idea of the Party build- ing in universities is to center closely around ＂the 12th Five-Year＂ development planning and the goal of building a high-level university, push forward Party building with a spirit of reform and innovation so as to pro- vide strong protection and a powerful driving force for scientific development of education.
