社会转型会对社会秩序产生深刻的影响,混乱是这一时期的主要特征。随着入境外国人的增多,一些负面现象也日益增多,外国人刑事犯罪、非法入境、非法居留、非法就业以及其他非违法性涉外不安定因素呈现出上升趋势。因此,通过加强外国人管理以实现对治安秩序的维护,是新时期我们追求社会稳定的必然要求。

Social transformation has profound influence on social security and order. And disorder has become into a main character of this period. With the increase of foreigners in China, some of its bad effects have emerged. Therefore, it is necessary for public security organs to maintain public order by enhancing the level of foreigners management.
