软联邦制的挑战——加拿大国际教育营销行动计划述评 被引量:3

摘要 在加拿大软联邦制的政策框架下,建立在联邦与省之间讨价还价基础上的政治解决才是决定性的。出于对国际学生给加拿大带来的收益的认可,加拿大教育部长理事会公布了加拿大国际教育市场营销行动计划,明确了联邦/省的合作领域与方式,这是加拿大教育利益相关者们一次反思性的集体行动的尝试。
