国内外低碳经济评价体系研究述评

A Review of Domestic and Foreign Research on evaluation system of Low-Carbon Economy Indexes

低污染、低排放、低能耗的低碳经济的发展模式已经被国际社会广泛认可。在"十二五"发展时期,GDP已经不再是中国经济发展的单一目标与动力,更加绿色、稳定、高效率、可持续发展的低碳经济是必然选择。本文从低碳经济发展的背景着手,由浅入深地对国内外学者在低碳经济评价体系研究的相关成果进行了总结概括,在此基础上指出我国建立低碳经济评价体系的意义,并对我国发展建立低碳评价体系提出了初步的政策建议。

Low-carbon economic development pattern has been widely recognized by the international communities, which model refers to the low- pollution, low-emission, low-energy-consumption one. In the ＂Twelve-Five＂ development period, GDP is no longer China＇ s single objective and driving force. While more-green, morestable, high-efficiency and sustainable low-carbon economy is the inevitable choice. This paper starts with the backgrounds of the development of low-carbon economy, and then summarizes the related research fruits got by Chinese and foreign scholars from easy to digest. And the value of reference is expected for future evaluatio system of Low-carbon Index researches.
