Study on Service Functions of Public Library From the Perspective of Culture Right

文化权利是现代公民的基本权利之一。保障和实现公民的基本文化权利是公共文化服务的主要目的。作为我国重要的公共文化服务机构和基础设施,公共图书馆在实现公民文化权利中担负着维权服务、教育服务、知识服务、文化休闲服务等重要职责。实现公民文化权利,公共图书馆必须认真履行公共文化服务职能,强化公共图书馆的普遍均等服务取向;通过完善图书馆制度建设,规范图书馆服务行为;通过加强馆藏资源和馆员队伍建设,提升图书馆服务能力和质量。

Culture right is a basic right for modern citizen.The basic culture right should be guaranteed,which can be seen as the primary purpose for public services.As an important public culture services organization and basic infrastructure,public libraries have many important responsibilities in the citizen culture rights construction.To achieving public culture rights,public libraries must implement its public service functions.Library service must be standardized through improving library systems.The capability and quality of library service must be improved though strengthening the construction of library resources and the librarians.
