On the Talents Development in Haixi Local Universities under the New Situation

探讨人才队伍发展问题是海西地方高校实施人才强校战略和服务海西经济腾飞的重要基础性工作。新形势下,海西地方高校人才队伍发展迎来全国全省人才政策机遇期,但同时也面临区域优势不够明显、基础平台建设薄弱、资金财力投入不够、体制机制尚不完善等问题。文章深入分析并提出积极参与实施各类人才计划、构建人才培植长效机制、建立健全人事人才管理机制、加强创新性复合型人才的培养、加大人才队伍发展经费投入、营造人才成长特区等举措。

The personnel development is an important work for implementing strategy of cultivating talents and develo- ping the economy for local universities in Haixi areas. In the new situation, with the opportunity national and provincial talent policies put up, we also face many problems, such as regional advantage was not obvious, foundation platform construction was not strong, capital investment was not enough, system was not perfect. This article analyses deeply and put forward some suggestions, such as the talents cultivation plan and mechanism, the cultivation of compound talents, increasing the economic investment and creating the zone for talent growth.
