政府采购的基础理论是其制度设计的基石,本文运用政府采购相关知识从三个层次透析:宏观基础理论,它包括理性经济人假设理论、再分配制度的干预理论、控权理论;中观基础理论,它是具有引领政府采购程序的基本原则和基本制度;微观基础理论,即关于政府采购方式的划分理论。

The basic theory of governmental procurement is the cornerstone of the system design.this paper dialysis from the three levels with relevant knowledge about governmental procurement ： the macro theory, which includes the hypothesis to rational economic man,redistribution system intervention theory,control theory;medium theory, which are the basic principles and the basic systems that can lead the government procurement program; microcosmic foundation theory, namely about Government Procurement Division theory.
