我国省级政府政务公开监督保障机制的问题与完善

Monitoring and Guarantee Mechanisms of Provincial Governmental Affairs Publicity

政务公开是实现透明政府的重要制度之一,政务公开的顺利开展有赖于监督保障机制的实现。文章从省级政府信息公开监督保障机制的现状入手,分析监督保障制度存在的公民参与不足和政府履职不全的问题。提出通过提高社会资本水平、降低公民参与成本、政务公开专职化和公开范围精细化等措施,实现政务公开有序进行。

Governmental affairs publicity is a crucial guarantee for the realization of transparent government, the implementation of which relies on the establishment of monitoring and guarantees mechanisms. Starting with the cur- rent situation of mechanism establishment, this article analyzes such outstanding problems as citizen involvement and duty performance of the government. It is suggested that relevant measures include increasing social capital, reducing participation cost, promoting the professionalism and specialism, etc.
