中国石化产业利用FDI的现状及对策

Status and Measures on Utilization of FDI in China Petrochemical Industry

随着中国石油化工市场逐步放开,石化企业引进FDI速度增快,竞争格局多元化趋势明显。近年来,中国对石化产业的引资政策调整侧重于从产业安全、自主创新、节能环保的角度考虑,引导资金流向技术研发领域,然而,中国石化工业在引进外资项目和利用外商直接投资的过程中,仍然存在一些问题亟待解决。针对中国石化产业利用FDI的现状,基于SWOT分析模型,探讨了中国石化产业利用FDI的内部优势和劣势,以及所面临的外部机遇和挑战,提出中国石化产业有效利用外商直接投资的对策,即以提高外商对华石化产业直接投资质量为核心思想,推进招商"选"资,提升技术创新能力,加强环境监管力度,从而促进中国石化产业可持续发展。

With the open- up of petroleum and chemical market, foreign direct investment in China＇ s petrochemical enterprises has witnessed a gradual rise. In recently years, industrial security, independent innovation and energy saving become the key points in attracting foreign investment in China＇ s petrochemical industry. However, negative effects cannot be ignored in FDI attraction and utilization. The internal strengths and weaknesses, together with the external opportunities and threat, are all closely related issues in proposing strategies on utilization of foreign capital. With the core value of improving FDI quality in China＇ s petrochemical industry, selecting capital, enhancing innovation capability and intensifying environment supervision are essential to promote the sustainable development of China＇ s petrochemical industry.
