基于社会责任的天然气市场储备体系构建——以西南战略大气区为例

Natural Gas Market Reserve System Construction Based on Social Responsibility——Taking Southwest Strategic Gas Region as an Example

西南战略大气区辖云贵川渝四省(市),是目前国内集天然气生产、输配、销售为一体的完整的天然气市场,其天然气供需平衡关系着西南地区社会经济发展与社会和谐稳定。基于天然气企业的社会责任,建立大区域天然气市场储备体系是维护区域能源安全、区域社会经济稳定、构建和谐社会的重要举措。目前我国的天然气储备还仅局限于天然气产品储备,其他市场要素储备亟待研究,天然气市场储备仍然是区域能源危机管理中最薄弱的环节;本文首次提出天然气市场储备体系概念,以西南战略大气区市场为例,构建起天然气市场储备体系框架,同时提出相应保障措施,旨在推动我国天然气市场储备体系的构建。

Its supply- and- demand balance affects the social economy development and social stability and harmony of southwest China. It is an important measure to establish natural gas market reserve system in the strategic gas region based on the social responsibility of natural gas enterprises for maintaining regional energy security, regional social stability and construction harmonious society.
