战略性新兴产业是引领未来经济社会发展的重要力量,也是黑龙江省优化产业结构、提升产业竞争力的突破口。因此,必须把它作为统领和推动传统产业升级、抢占新兴产业制高点,加快经济结构调整、转变发展方式,实现经济又好又快发展的中心环节。鉴于我省发展战略性新兴产业存在着技术创新的制度化严重缺失、产业结构不合理且难以调整的实际,突破这样的关键性障碍,应重新审视和科学评价全省产业发展的成败得失,转变思维方式、适应战略性新兴产业的发展,做好产业选择和定位。

New rising strategic industry as the vital part of leading economic society progress in the future remains the key to optimum of industrial structure and improvement of industrial competitive power in Heilongjiang. It must be taken as core measures to promote the upgrade of traditional industries and explore new industries, as well as the central link of accelerating economic structure adjustment and changing progress mode to realize quick and sound development. When developing these strategic industries, our province has many barriers, such as serious inadequacies in technical innovation mechanism and irrational industrial structure. Therefore, we should examine and evaluate scientifically the gain and loss of industrial progress of the whole province, change our thinking to adapt to the development of new strategic industry, and make correct choices and positions for these industries.
