碳排放权交易是全球应对气候变化的政策创新和金融创新工具。对国内外碳排放权市场的运行机制和发展状况进行了分析,剖析了碳排放权市场配额分配、法规创设、监督与处罚等核心机制设计问题,并以期为中国碳排放权交易市场的发展提供政策性思路。
Carbon emissions trading is the effective policy and financial innovation instrument in response to global climate change.
