摘要
美军自2007年10月1日起,实行了新的联合军官管理制度——军官联合资格认证制度。面向全体现役和后备役军官,设置由低到高4个联合资格水平等级,军官达到联合资格三级即可获得"联合资格军官"称号,以此取代之前的"联合专业军官"。它是对1986年《戈德华特-尼科尔斯国防部改组法》所确立的联合军官管理制度的重大调整,目的在于通过提高联合军官管理的灵活性和包容性,解决日益突出的联合军官供需矛盾。
Since October 1,2007 US armed forces have put onto practice new joint officer management system: Officer Joint Qualification System. The new management system established four levels of joint qualification from bottom to top for all officers including reserve component. If an officer has achieved the qualification level Ⅲ, he/she will obtain the designation "joint qualified officer" that replaces previous "joint specialty officer". It is an important reform of joint officer management system established by Goldwater-Nichols Department of Defense Reorganization Act of 1986. Its aim is to solve increasingly growing contradiction between offering and need of joint officers by improving the flexibility and comprehensiveness of joint officer management.
