摘要
结合导流工程的特点,针对水电工程导流方案决策过程中的多目标性、主体多元性和群决策价值取向的差异性,引入协商对策机制,构建冲突双方的满意函数,建立均衡规划模型和边际规划模型,协调冲突双方的利益需求,求解决策双方均相对满意的理想方案.基于熵权理论和模糊评价理论,建立施工导流最优方案度量方法,为解决多主体参与的导流方案优选提供了理论基础.实例验证了该方法的可行性.
Combined the characters of diversion projects,in allusion to the diversity of decision objective,decision-making body and value orientation of group decision in construction diversion schemes decision of hydropower projects,negotiation-response mechanism is introduced.By constructing satisfaction functions,equilibrium programming model and marginal programming model are built to reconcile the interest demand of both side,reaching ideal scheme relatively satisfied two sides.Based on entropy weight and fuzzy evaluation,the way to measure optimal schemes is built,so as to provide a theoretical basis for constrection diversion schemes optimization in which multi-subject participate.The feasibility of the method is shown by the case study.
