基于改进TOPSIS法的流域初始水权分配模型 被引量:30

A model of initial water rights allocation in watershed based on improved TOPSIS method

摘要 针对流域初始水权分配中存在的指标体系多样性、利益主体目标理想点不确知性与权重偏好非一致性等问题,提出用"垂直距离"代替"欧式距离"来衡量方案贴近理想解程度的正交投影法与常规逼近理想解技术(TOP-SIS)相结合的改进TOPSIS方法,并采用博弈论集结模型对主观权重和客观权重进行集化、融合,以消除单一权重法的主观片面性,建立了基于改进TOPSIS法的流域初始水权分配模型.将此模型应用到湖北省府环河流域初始水权分配中,并与其他方法计算结果进行了对比分析,证明该方法可有效解决利益主体理想点不确知性与权重非一致性问题,计算结果更加合理可行. Aiming at the problems of the diversity of index system,uncertainty of stakeholders’ideal point and inconsistency of weight preference of initial water rights allocation,a vertical projection approach using vertical distance instead of Euclidean distance to measure the approach degree to the ideal solution,is adopted to overcome the shortage of the technique for order preference by similarity to ideal solution(TOPSIS).And aggregate model of game theory is proposed to harmonize and conjugate the subjective weight and the objective weight.On this basis,a harmonious weight which eliminates the unilateral result can be obtained;and a model of initial water rights allocation in the watershed is established by the improved TOPSIS.Finally,the proposed model is applied to study the initial water rights allocation in Fuhuan River in Hubei province,which can solve the problems of uncertainty of stakeholders’ideal point and inconsistency of weight preference when comparing with other methods.
