Discussion on Establishing System of Minerals Rights Certificate

讨论并建议矿业权应当与探矿权、采矿权相分离，国家授予矿业权时应向矿业权人颁发矿业权证书，然后矿业权人才能申请探矿或采矿许可证，从事探矿或采矿活动。

This paper discusses and suggests that minerals rights should be separated from prospect rights and mining rights. Minerals rights certificate should be awarded while minerals rights is awarded. Then an application for prospecting license and mining license can be permitted, and prospecting and mining behaviors are permitted.
