土地流转背景下的村民自治制度改革探析

On the Reform of Villagers' Autonomy System Under the Background of the Land Circulation

土地流转是发展现代农业的客观要求,对农村稳定和农民民主政治权利的发展也有着重要影响。当前土地流转过程中农民权益无法得到有效保障,严重影响了我国基层民主政治制度的发展。同时,农村基层政治制度的完善又制约着土地流转的顺利推进。若将土地流转制度与我国村民自治制度结合起来思考,在当前土地流转快速发展的背景下完善村民自治制度,可以更好地发挥村民自治的组织作用和制度优势,保障土地流转合法有序开展和农民权益不受侵犯,进一步推进现代农业的更好发展。

Land circulation,which serves as an objective requirement to the development of modern agriculture, exerts great influence on the stability of rural areas as well as the develop- ment of farmer＇s democratic and political rights. The current land circulating system, failing to effectively guarantee farmer＇s legal rights and interests, has serious impacts on China^s democ- racy at grassroots level. Meanwhile, the perfection of grassroots political systems in rural areas has been restricting the effective operation of land circulation. If we combine the land circulation with villagers＇ autonomy system and improve the latter with fast developing land circulating sys- tem, we can give full play to the advantage of villagers＇ autonomy system, ensure the legal and orderly operation of land circulation and prevent famer＇s rights from been offended, thus pushing the development of modern agriculture one step further.
