产业转移工业园是在转入地适宜区位上专门为承接转移产业、引导产业有序转移和集聚发展而规划、建设的工业园区,具有促进以转移产业为主体的产业发展、促进区域经济发展和空间组织功能。产业转移工业园在产业发展上具有较强的选择性,同时注重培育主导产业。根据建设主体和建设方式,产业转移工业园形成了转入地与转出地政府共同建设模式、转入地政府主导建设模式、转出地政府主导建设模式、转出地与转入地政府合作+企业建设模式、转入地政府+企业建设模式、转出地政府+企业建设模式,以及其它建设模式等7种建设模式。

Industrial transfer park is a planned and constructed park, which is to undertake the transferring industry in appropriate location and to guide the industries in an order transfer and agglomerate development. It has some special functions of promoting the transferred industry development, regional economic development and spatial organizations. It has strong selectivity on industrial development, and focuses on fostering leading industries. According to the construction bodies and modes, industrial transfer park has formed seven kinds of construction models as follows： the common construction model of both governments of transferring into and out of area, the construction model of government of transfer- ring into area as a leading role, the construction model of government of transfeiring out of area as leading role, the cooperate construction model of both governments together with enterprises of transferring into area and out of area, the construction model of government together with enterprises of transferring into area, the construction model of government together with enterprises of transferring out of area and other construction model.
