政府分权、增长与地方政府行为异化——以环境政策为例

Governmental Decentralization,Growth and Alienation of the Behavior of Local Governments——Case Study of Environmental Policy

从经济分权与行政分权的维度,研究了政府分权的具体效应,并根据我国30个省份1998~2010年的省级面板数据进行了实证检验。检验结果表明,在既有的政府治理结构下,经济分权与行政分权塑造了地方政府的增长导向行为,但弱化了对环境领域的治理,从而导致了增长与环境恶化并存。因此,研究政府分权对于了解地方政府行为与转变地方经济发展方式具有重要的启示意义。

This paper studies the specific effects of governmental decentralization from dimonsions of economic and administra- tive decentralization, then does an empirical test based on provincial panel data from 1998 to 2010, according to 30 districts in China. The results have shown that under the existing governance structure, economic and administrative decentralization has shaped the growth-oriented behavior of local governments, weakened the efforts of governance in the environmental field, resulting in growth and environment deterioration coexisting. Therefore, governmental decentralization has an important inspiration and sense on understanding the behavior of the local government and changing the mode of regional economic development.
