我国农村社会福利保障的理念转型与体系重构

On the Idea Transition and Reconstruction of Rural Social Welfare Security Systems

农村社会福利是关系农村居民切身利益的重大现实问题。在现有的城乡二元体制格局下,农村社会福利保障体系的建设不仅明显滞后于城市,而且也与农村经济社会自身的发展不相适应,导致这种状况的原因,与我国农村社会福利在理论认知上的误区、在制度规范层面缺乏具有指导性的基本原则以及保障体系过于狭窄有密切的关系。重塑农村社会福利的观念基础、推动农村社会福利保障的理念转型、完善我国农村社会福利保障体系对于提升我国农村社会福利保障水平、切实改善农村居民的民生状况具有重要的意义。

Problems of rural social welfare related with fundamental interests of residents in countryside have great significance. However the construction of its systems has obviously lagged behind that of urban social welfare and also not suited with the development of rural area. The crucial reason included misun- derstanding of the concept of rural social welfare, absence of guiding principles on legal systems, and limitation of scope of security. So it＇ s necessary to take shape new understanding, push transition of idea and complete the systems of rural social welfare security to improve the situation of livelihood of residents in countryside.
