水资源短缺对我国经济社会发展的制约作用越来越大。由此而产生的水资源社会矛盾将会更加凸显,甚至可能演化成比较严重的社会冲突,需要高度重视和加强水资源社会管理,创新水资源社会管理思路,积极应对今后日益严重的水资源社会矛盾和冲突。

The constraints of water shortages are playing increasing roles on economic and social development. Therefore, social conflicts of water resources will become even more prominent, and may even evolve into more serious social problems. The social management of water resources should be highly valued and strengthened, and social management ideas should be innovated to cope with future growing social contradictions and conflicts of water resources actively.
