农作物转基因技术在中国引起的争论和思考

Contentions and Meditations of GE Crop Technology in China

摘要 中国在农作物转基因技术研究方面取得了较大成就,同时社会上针对农作物转基因技术应用的争论也很激烈。从技术民主化层面分析,需要保护科学家探索的自由与广大民众的民主监督权利的兼顾;从管理层面分析,应发挥有效的政府监管政策,建立不同观点沟通和对话的机制和平台;从教育层面分析,应加强大众科学普及,并应对技术的新特点所来的伦理建设新挑战;从国家发展战略层面分析,应将更长远的农业科技发展战略建立在术的工具价值、生态价值和社会价值综合考虑基础之上。 China has got great achievements of research for GE crop technology. While two fierce debates have been launched in China in terms of supporting or opposing GE crop technology due to the different views of value. In terms of democratization of technology, there is a need of balance between the protection of freedom for scientific exploration, and the democratic supervision rights of mas- ses. In terms of management, the effectiveness of national policies and government regulations must be brought into play so as to es- tablish the platform and the mechanism of communication and dialogue between different viewpoints. In terms of education, there is a need to enhance science popularity among masses while dealing with the ethics challenge as the characteristic of new technology. In terms of national development strategy, the integrity of the ecological value of technology and social safety can be guaranteed by establishing a long-term development strategy of the GE crop technology.
